First of all collect the items needed. just hunt Wolves and Bears and get 50 Wolf Paws and 50 Bear Paws. After you collected the items get to Tom's shop in Rookgaard. Here's the location of him:

Tom: I'm Tom the Tanner. How can I help you player?
You: Addon
Tom: Would you like to wear bear paws like I do? No problem, just bring me 50 bear paws and 50 wolf paws and I'll fit them on.
You: Paws
Tom: Have you brought 50 bear paws and 50 wolf paws?
You: Yes
Tom: Excellent! Like promised, here are your bear paws.
You: Bye
