To start this quest you will need to get to Amanda, you can find her in Edron temple. Here's the location of Edron temple:

Now get to Isle of the Kings. You need to have Family Brooch Quest done so you can travel to the Isle of the Kings. Now get to Costello in Isle of the Kings, here:

Now you will need to get to the cementary north of Edron. Walk like this from the mountain passage (Wolves, Bears, Poachers and Hunters on the way):
After you went up you will meet some Ghouls. Use the holy water on every grave.
There are only 10 graves on this hill but you need to use the holy water on 15 graves. The other 5 graves are at ground floor nearby the hill. Now return to Amanda and talk with her like this:
